If you cant tell, my hairs are standing all on end (including my hair, which was trying to flee the cold or something!) in these shots because I was trying hard not to freeze to death

I used a layer of stiffer, crinoline style netting underneath to give it poof and support, then layered the softer, dreamier nylon tulle on top so it would move beautifully
